Otto Suwen is a young man blessed with the "Blessing of the Spirit of Words," which allows him to converse with any living thing, and a quick mind, but he is down on his luck.

He is a traveling merchant, and although he has talent as a merchant, he is fatally unlucky.

He helps Subaru during the incident in the "Sanctuary," and eventually becomes an internal affairs officer in Emilia's camp.
