Climate change adaptation and disaster resilience are increasingly important issues for development cooperation in the world today. Donor-funded climate and disaster resilience programs and projects aim to help build assets and capacities in order to minimize the impacts of shocks on people’s lives and livelihoods in the future. Thus, proper assessment of community disaster resilience is necessary to understand the effectiveness of any projects aimed at enhancing community resilience over time.
This session begins with a keynote speech on building resilient communities, to be followed by presentations on the recent and ongoing experiences of two climate change adaptation projects, which take place in Southeast Asia (in Cambodia and Vietnam). The two projects share the ultimate goal of enhancing local communities’ disaster resilience, which is being measured by the Flood Resilience Measurement for Communities (FRMC), designed by the Zurich Flood Resilience Alliance. The FRMC measures disaster resilience capacities across five key dimensions of resilience – human, social, physical, natural, and financial capital – and the four resilient qualities of robustness, redundancy, resourcefulness, and rapidity. The fieldwork and data analysis aim to generate valuable insights about the strengths and weaknesses of flood resilience capacities in different communities in the region. Sharing the experiences and challenges in these two developing contexts, this session emphasizes the importance of systems thinking in building community resilience, of moving beyond short-term response and recovery and beyond communities’ physical boundaries, and of addressing the underlying climate-related and human-related drivers of risks and vulnerabilities. The session also calls for the general public’s attention and support for donors’ roles and contribution in partner (developing) countries’ climate change adaptation efforts. #climatechange #CCA, #communitydisaster
