In Sapporo, Hokkaido, when it snows, the city's roads are routinely cleared by snowplows. Snow removal is carried out regularly to prevent snow mounds from forming on the sides of roads. On the other hand, in residential areas, snow plows are used to remove snow from roads, but the piles of snow that accumulate on the sides of the roads do not disappear. Only once a year, snow removal from piles of snow piled up on the side of roads in residential areas is carried out. This snow removal is a large-scale snow removal project in which Sapporo City and the neighborhood association share the cost, and is called "partnership snow removal."
