In this video, Dennis Benigno explains how to build Reasonable, Articulate Suspicion so you can request a K9 or ask for consent to search the person or vehicle you are interacting with. The first thing that you have to take into consideration is, "Why are you there?" For instance, let's say that you are responding to an area report of a man selling narcotics. The first step is to get further detailed information about who this person is, what they look like, what distinguishing features they have, and the clothing description. The next thing is to build your RAS from your interaction of the stop. Ask yourself if the statements of this person make sense, ask yourself if their behavior makes sense.
Be sure to document all of this and also add whatever inconsistencies to their story on your report. The more information that you have, the easier it will be to get to probable cause.
