The Punjab government launched the CM Kisan Card scheme to support farmers by providing interest-free agricultural loans. The program started its registration process on June 1, 20241.
The primary goal is to enhance farmers’ financial stability and productivity.
Eligibility Criteria:
All farmers with land holdings up to 12.5 acres are eligible.
The farmer’s mobile SIM must be registered against their own CNIC (PMD verified).
Landowners whose land records are available in the Punjab Land Records Authority (PLRA) database qualify for the loan.
Loan Amount and Usage:
Initially, the scheme will provide loans to 500,000 farmers on a first-come, first-served basis.
Each eligible farmer can receive a maximum loan of Rs. 150,000 for 5 acres of land (approximately PKR 30,000 per acre).
The loan amount can only be used for purchasing agricultural inputs such as fertilizers and seeds.
Application Process:
Farmers can apply for the Kisan Card online.
Here’s a step-by-step guide:
Check Eligibility: Send a message with “PKC” followed by your CNIC number to 8070 to verify eligibility.
Create Mobile Wallet/Account: Open a biometric-enabled mobile account (L-1).
Purchase Kisan Card Bundle: Pay Rs. 500 to buy the Kisan Card bundle.
Visit Tehsil Office: Visit the nearby Tehsil Office and submit the necessary documents.
Receive Kisan Card: After verification, collect your co-branded Kisan Card from the Agriculture Tehsil Office2.
Benefits:
Interest-Free Loans: Farmers can access loans without interest charges.
Subsidies: The Kisan Card also facilitates subsidies on fertilizers, pesticides, and seeds through registered shops.
Transparent System: The digital process ensures transparency and efficiency.
Outcomes:
Over Rs. 10.865 billion in subsidies has been provided to 970,882 farmers through CNIC-based e-vouchers and Kisan Cards for DAP fertilizer during FY 2021-22.
Efforts are ongoing to improve the number of Kisan Cards issued, transforming the system completely.
